Establishment of new industrial activities

5 SITES AWARDED THE ‘CLÉS EN MAIN FRANCE 2030’ CERTIFICATION WITHIN THE HAROPA PORT AREA

The ‘Sites clés en main France 2030’ scheme, announced in May 2023, forms part of the draft bill on green industry, which aims to accelerate France’s reindustrialisation. An initial national selection process identified 55 sites with high potential for industrial development. Of the selected sites, five are located within the HAROPA PORT area.

The government’s objective is to speed up the identification and development of industrial sites. This initiative is based on the ‘France 2030 Turnkey Sites’ scheme. The five sites identified on the HAROPA PORT estate will benefit from support from central government and local authorities. The government scheme facilitates the promotion of these sites to industrial stakeholders, whilst reducing the duration of procedures and the time taken to establish operations. These optimised timelines should enable HAROPA PORT to deliver land ready for construction to accommodate new industries by 2030.

Four sites are located in the Le Havre industrial and port zone and one in the Rouen zone. These industrial relocation projects give concrete expression to HAROPA PORT’s commitment as set out in its 2020–2025 strategic plan. The designated sites offer excellent geographical and functional characteristics thanks to connections to mass transport networks, a concentration of economic and logistics activities, infrastructure, services and essential utilities.

The five sites selected within the HAROPA PORT area

The turnkey sites located within the Le Havre port area range in size from approximately 25 to 60 ha:

• The Ouest A29 site, in the municipality of Rogerville, in the immediate vicinity of the Grand Canal du Havre and the A29 motorway, covers an area of 60 ha and is being marketed as part of an ongoing call for projects published on https://realestate.haropaport.com/appel_a_projets/24/site-ouest-a29-le-havre

• On the eastern side of the same motorway, an area of approximately 25 ha has also been designated.

• Also located in Rogerville, the Sud Est Grand Canal site, situated near the Multivrac (MTV) terminal, will offer an area of around 30 ha.

• Finally, in the southern part of Le Havre’s port area, the Sud Grand Canal site will offer 54 ha of land, which can be extended as required.

In the port area south of Rouen, the Grand-Couronne/Moulineaux industrial hub has also been awarded the ‘Clés en main France 2030’ certification. This platform, which can be expanded to 75 ha, is situated to the west of a logistics zone covering nearly 200 ha, Rouen Vallée de Seine Logistique (RVSL), which is a hub for high value-added freight consolidation activities. The available site is also close to the Container and General Cargo Terminal (TCMD).

These plots are intended to accommodate industrial activities that will address the challenges of the ecological transition and contribute to France’s economic sovereignty.
